Who we are

Rossendales was founded in 1972 on a deep understanding of local government and continues this focus with ex-local authority revenues practitioners in key senior management roles. We are the market leaders in local authority debt recovery, specialising in both debt enforcement and debt collection. As a company, we recover over £92 million per annum for our clients.


We deliver debt enforcement services to over 150 clients throughout England and Wales, all whilst maintaining an efficient and effective service. We work closely with our clients to support their needs and our long-standing relationships with them are testament to the quality, effectiveness and professionalism of our enforcement services.

Our enforcement services are governed under the Tribunals, Courts and Enforcement Act 2007. This ensures that we operate in an ethical manner through fixed and transparent fee schedules, protection for vulnerable customers and proper standards for training and certification of enforcement agents acting on our behalf. To ensure customers are treated fairly, our Welfare team works closely with vulnerable customers to ensure cases are resolved efficiently, whilst the best care and service is provided.

Our debt collection service incorporates both Financial Conduct Authority (FCA) regulated debts (accounts formed under the Consumer Credit Act) and other non-FCA regulated debts (including utility bills and sundry debts). No matter what the debt type, we are committed to taking a fair, sensitive and principle-based approach to debt recovery, ensuring fair outcomes for customers.

Rossendales is fully authorised by the FCA to carry out debt collection of regulated debt. FCA obligations do not, however, directly apply to non-regulated debt types and other debt recovery services carried out by the company.
